        To the attention of graduates entering the PhD program!

        Acceptance of applications for the doctorate of HPE is carried out through the e-government web portal www.egov.kz (hereinafter – the portal) from July 3 to August 3 of the calendar year.

        Entrance exams for groups of educational programs for PhD are held from 4 to 20 August of the calendar year.

        • points of international certificates confirming foreign language proficiency IELTS for applicants to PhD program is raised to 5.5;
        • there is a list of international certificates confirming foreign language proficiency in doctoral studies - IELTS INDICATOR - at least 5.5; DuolingoEnglishTest - at least 85.

        Accordingly, the points for other certificates confirming proficiency in English also increased.

        Applicants to the doctoral program must submit the following documents:

        1. application addressed to the head of HPE (in any form);
        2. document of education (original, when submitting documents to the admissions Committee);
        3. identity document (required for identification);
        4. electronic certificate confirming foreign language proficiency (English, German, French) for the international English Language Tests System (IELTS, threshold score – at least 5.5), Test of English as a Foreign Language Institutional Testing Program (TOIFL ITP) threshold score – at least 460 points, Duolingo English Test, threshold score – at least 85, Common European framework reference (CEFR, threshold score – B2), Deutsche Sprach prufung fuerden Hochschul zugang (DSH, niveau B2/Level B2), TestDaF-prufung (Niveau B2/level B2), test defranzais international ™ (TFI– not lower than level B2 in reading and listening sections), Diploma'etudesen Languefranzaise (DELF, level B2), Diplome Approfondide Langue Francaise (DALF, level B2), Test deconnaissancedufranzais (TCF – at least 50 points);
        5. medical certificate form 086-Y in electronic format, approved by order no. 907;
        6. six photos measuring 3x4;
        7. personal personnel record sheet or other document confirming employment, certified by the personnel service at the place of work;
        8. list of scientific and methodological works (scientific publications, research plan, essays and other documents) for the last 3 calendar years;
        9. results of the preliminary selection (in the field of education " Health and social security (medicine)").
        10. The documents listed in sub-paragraphs 4) and 7) are provided in originals and copies, after verification of which the originals are returned to the applicant.
        11. When providing an incomplete list of documents specified in this paragraph, the admissions Committee does not accept documents from applicants.

        When accessing the portal:

        1. request in the form of an electronic document signed by the service recipient's EDP;
        2. electronic justification of the planned dissertation research, agreed with the prospective domestic or foreign scientific consultant;
        3. electronic document of education;
        4. electronic certificate of passing the test in a foreign language (English, German, French) for the international English Language Tests System (IELTS, threshold score – at least 5.5), Test of English as a Foreign Language Institutional Testing Program (TOIFL ITP) threshold score – at least 460 points, Duolingo English Test, threshold score – at least 85, Common European framework reference (CEFR, threshold score – B2), Deutsche Sprach prufung fuerden Hochschul zugang (DSH, niveau B2/Level B2), TestDaF-prufung (Niveau B2/level B2), test defranzais international ™ (TFI– not lower than level B2 in reading and listening sections), Diploma'etudesen Languefranzaise (DELF, level B2), Diplome Approfondide Langue Francaise (DALF, level B2), Test deconnaissancedufranzais (TCF – at least 50 points);
        5. digital photo size of 3x4 centimeters;
        6. medical certificate form 086-Y In electronic format, approved by order no. 907;
        7. electronic document confirming employment (for persons with work experience);
        8. list of scientific and methodological works (scientific publications, research plan, essays, and other documents) for the last 3 calendar years.

        When contacting the service recipient through the portal, a notification is sent to the "personal account" about the acceptance of the request for the provision of public services in the form of an electronic document certified by the EDS.

        The service recipient issues a receipt for accepting documents.

        • free-form application;
        • education document (when submitting the documents to the Admissions Office the original and an annex as well as a notarized copy should be provided);
        • a personal identification document (2 copies are needed for identification);
        • Copy of the official certificate (KAZTEST) of passing the state language exam, issued by the National Institute of Education.
        • Copy of foreign language certificate (from English, French, German) International English Language Tests System Academic (IELTS Academic, threshold score - at least 5.5);

        Test of English as a Foreign Language Institutional Testing Program Internet-based Test (TOEFL IBT, threshold score - at least 46);

        Test of English as a Foreign Language paper-based test, (TOEFL PBT, threshold score - at least 453);

        TOEFL ITP (Test of English as a Foreign Language Institutional Testing Program), threshold score - at least 460 (mandatory to take an additional Test of English as a Foreign Language Institutional Testing Program);

        Deutsche Sprachprefung fuer den Hochschulzugang (DSH, level Niveau B2/B2), Test DaF-Prufung (level Niveau B2/B2);

        Test de Français international™ (TFI at least level B2 in reading and listening sections), Diplome d'Etudes en Langue française (DELF, level B2), Diplome Approfondi de Langue française (DALF, level B2), Test de connaissance du français (TCF, at least 50 points);

        • The list of scientific and scientifically-methodical papers (approved), plan of researches (scientific publications, abstracts and other documents) for last 3 calendar years;
        • Medical certificate in electronic format (certificate from narcological, psychological dispensary) on the form 075/u, approved by order № DSM-175/2020 RK.
        • Six 3x4 cm photos and one 3x4 cm electronic image recorded on a CD;
        • a personal record sheet, confirmed by the human resources department at the place of work, and other document confirming the employment history;

        According to the Standard rules for admission to educational organizations that implement educational programs of postgraduate education, approved by the order of the Minister of education and science of the Republic of Kazakhstan dated October 31, 2018 No. 600, applications for PhD degree are accepted by the admission commissions of organizations of higher and postgraduate education.

        The deadline for accepting applications is from July 3 to August 3 of the calendar year.

        Comprehensive testing  is conducted from 4 to 20 August of the calendar year, enrollment-until 28 August of the calendar year.
